Organizations where CDP decision authority is distributed across a standing committee (e.g., a Data Governance Council, a Digital Transformation Steering Committee, or a joint IT/Marketing/Finance committee) rather than vested in a single executive. Consensus-building and explicit decision criteria are required before any architectural path can advance. Recommendations for this governance pattern should be structured as a decision matrix — not a single recommendation — with clear TCO comparisons, risk-tier ratings, and reversibility assessments that each committee function can evaluate against its own priorities.
