Official Meta developer documentation for WhatsApp Business Platform pricing. Confirms upcoming billing change: starting October 1, 2026, Meta will begin charging per-message for service messages sent within the 24-hour customer service window (previously free since November 1, 2024), at the same per-message rate as utility and authentication template messages in that country. A separate Meta Business Agent token-based pricing change starts August 1, 2026.
